Ministry of National Defense issued a press release to clarifies on “the discussions in social media about ‘the armed forces will levy current military personnel’s salary in September to purchase seniority’” (August 11th, 2018).

The Ministry of National Defense says today (11th) that it wishes to clarify on “the discussions in social media about ‘the armed forces will levy current military personnel’s salary in September to purchase seniority’”.

Ⅰ. Article 29 of the “Act of Commission for Officers and Noncommissioned Officers of the Armed Forces” stipulates that after the implementation of the new pension system (changed to the “mutual savings system” after Jan.1st, 1997), current officers and non-commissioned officers shall apply to pay the pension funds within 3 months after the revised regulation is implemented for the period when they were studying at military schools. The pension fee must be paid all in one time in order for their school periods to be counted towards seniority.

Ⅱ. The aforementioned pension fee is to be paid “according to the wills of “officers and noncommissioned officers. The Ministry of National Defense, in its goodwill to serve its men and women, started accepting applications from August 13th, 2018, and the pension fee can be deducted from the salary from September. If the applicant chooses not to be deducted from salary, he/she may pay on his/her own at the financial units in various areas. The Ministry of National Defense’s Accounting Bureau has also asked the public banks to provide low-interest loans if any military staff is in need with regard to payment.

Ⅲ. Current officers and noncommissioned officers who are not willing to pay pension fees for the period back when they were in military schools may check “not willing to pay” on the pension fee payment application form. The Ministry of National Defense does not force current military staff members to pay for their pension fees, and there is no such thing as levying fees from salaries. All information has been delivered to officers and soldiers during circuit speeches and through Juguang Day TV Programs. The Ministry of National Defense wishes to clarify that compulsory levying is purely rumor.
